So, I’m replacing the cap and rotor on my neighbor’s 3fe, the new cap only has a spot for one vent or vac hose? Do I need to get a different cap or will this work? Also, what is the purpose for these hoses? Thanks

Seems like the old cap was for a 60 series with a 2f and vacuum advance (1st port). The other port is just atmospheric ventilation, which is what that cap seems to be

EDIT: I am wrong. The vacuum advance port would be on the distributor body. Jonheld below steered you right

That new cap is not OEM. An OEM cap will have DENSO stamped on the top.
DO NOT USE AFTERMARKET IGNITION PARTS.
The 2 ports are to keep condensation and ozone out and air moving through the cap. One is fresh air from the cabin, the other is vacuum.

Distributor Cap: OEM part# 19101-61240
Distributor Rotor: OEM part# 19102-61240
Distributor Cap Gasket: OEM part# 19127-61240
