3FE Block Number Cross Referece to Date Of Manufacture?

That is the last part of the production date.
11th month, 16th day.

The year is a single digit, somewhere to the left in the picture.

Take another pic of the head showing more of the top of the head and I can point out the year.

The date is also on the side of the engine block, in the same Y MM DD format. It is located on the left side, toward the rear. Do not confuse it with the block part number which is on the left, toward the front.

When you say left side, you mean the side with the distributor, yes?
I realize it does little good to say driver side or passenger side.
Wasn't sure if that left side reference was facing front of block or no...

No.
Left & right are always WRT the engine/trans/whatever mounted in the chassis in it's normal configuration.
