Anybody know where I can get this 3 port fuel filter? 3/8" in and out and 5/16" vapor lock port. Overall length is 4"

Are you sure the filter is in the right orientation? I've seen 3 port filters used on jeeps regardless of engine type, but they usually have 1 line from the pump to the filter, then 1 larger line from the filter to the carb and 1 smaller line from the filter for the return. Are there arrows on the filter that show what the direction of the fuel flow should be? Is the pump a mechanical pump? How many lines does the pump have? Can we see a pic of the pump and it's lines?
 
Where's the 3rd line go to?
The 3rd line goes to a vapor canister.

UPDATE: I pulled the fuel line post pump and had good flow, fuel was getting to the fuel filter but, I opted to buy a simple inline 20 micron fuel filter and test it. I connected it up and my FJ fired right up. I haven't cut the 3 port filter open to see inside but, what I can see it looks clean (on about a month old). Seems that somehow that fuel filter (micron size or something else) was restricting the fuel flow to the carb. Just to be safe I filled the tank with new fuel and added some heet.

Now i just have to figure out what to do with the pressure relief line? I cannot find a 3 port fuel filter with any different specs than the Carquest 86424.

You shouldn't need a 3 line filter. The 3rd line is usually for a return line back to the tank and is oriented 180* than the way you have it. I would think your 3rd line is/can flow raw fuel to the charcoal canister? Does the fuel pump have a return line? Are there arrows on the filter indicating fuel flow? As for microns you're likely over thinking it.
