I am in the middle of a starter replacement on my 99 LX. I removed the intake to find it filled with oil residue indicating a PCV system failure. I removed the connection to the throttle body and I want to replace the gasket, but I cannot find the name, nor the part number for it. I circled the intake portion. It has a rectangular opening.

Fel-pro makes gasket sheets you can pick up from lots of retailers if you have to make your own. It should be an easy one to make since you have the old one. Looks like rubber cellulose.
 
has your throttle body been replaced? is it possible that is a non-OEM Toyota Throttle body?

It is a thin metal
 
22030-50142 is listed as an assembly, and you can purchase some components separately. However, that hose adapter and gasket is not one of them. You will probably have to make your own gasket unless you luck out and find it used in another application (wild goose chase). Those cellulose based gaskets form in place through heat cycles, and I hate to say it was probably torn during removal. Other Japanese brands used to use those in multiple applications, and they can never be reused.
 
Maybe I'm missing something--why did you remove that elbow fitting? I replaced my PCV valve and hose and clamps recently (2000LC, so same TB), but that didn't necessitate removing that elbow fitting. I think I also replaced the foam that covers the elbow, I'd have to check my parts list to confirm.
 
I removed the fitting to clean it out along with the throttle body while I had the Intake manifold off for a starter replacement.
 
How much oil? Oil in the intake is common. Not really an issue from what I read. I just did this job myself.
Enough that it pooled up. I didn't get a great pic of it, but here are some others of the valley in the lower intake and the lower runners
