Thanks much the manuals were helpful. Checked all fuel lines for air intrusion, all checked out. My tech says the following...now moving away from ECM to wiring. The engine coolant temp circuit does not receive the correct voltage. Also jumped the pins on the diagnostic connector to get the blink codes. There was a DTC 5 for the correction resistor on the pump. It appears there is also a wiring issue for that as well. working on getting the engine harness out to check the wires.

Update
Checked the wiring harness to the engine, its good. Checked ECM. No issues are apparent. Looks like I am back to the rebuilt fuel pump. Coincidentally there is another refurbished pump available temp swap). Planning to install as a last measure ( I have come this far), to eliminate the existing rebuilt pump as the issue. Feel like I am throwing money away but this is the last play!
