22r '88 pickup misfire #4 cylinder

My 22r is misfiring and burning rich in number 4 cyl. All the other plugs are normal color. Just the 4th is dry black. Not oil.
I did compression test all 4 cylinders at 150.
Changed plug wires. Rotor. Cap.
Seafoam the engine.
New intake gasket. Exhaust gaskets. Fixed vacuum leaks.
I been thinking stuck valves on number 4 but not too sure. I hear slight clicking when I get close To the head.
Not sure where else to go from here. Alot of threads say maybe a carb rebuild kit.. But I can't see how a carb rebuild is needed just because 1 cylinder. Wouldn't a carb needing a rebuild make all 4 cylinders run rich not just the 4th??
 
x2. I'd do a valve clearance check too if the plugs check out ok.

I'm gonna try that next.. Because I was gonna pick up an extra plug put in the 4th cylinder and drive around for awhile. See if it runs different then pull the plug and check for carbon soot.

Because so far I know my wires. Cap and rotor are new. And compression is good. But damn I got 2 months to get this running good for emissions. I have a feeling I may need to change out the o2 sensor and the cat before then too.
 
So I pulled the plug on my 4th cylinder and changed with a new one. The new plug actually made it run a lil more rough.
So I pulled the valve cover and checked the valve adjustment.
No 2 valves were set to the same adjustment.
The can shaft didn't look worn. It was in pretty good shape. No worn springs. Just incorrect clearance on the valves.
The valves on the 4th cylinder was .005 intake and .009 on exhaust.
By time I got this far the engine was cold so I set it to .007 on the intake and .011 on the exhaust.

After putting it back together it. Adjust the timing by distributor and adjusting the idle on the carb. It ran alot smoother. With a slight bump every now and then.

But after putting it back together I noticed I'm getting white smoke out the exhaust. Don't smell like coolant. Just water vapor.

I recently changed gas from one company to another. And last week did a seafoam treatment and added some to the oil. So hopefully it's just the seafoam causing the white smoke or the gas maybe???
 
Update*** after a week with occasional misfires after a valve adjustment. I checked the timing.
When I did my valve adjustment I timed it by ear.

I got it to "0" by ear. I pulled vacuum lines and plugged em. Checked with timing light still at "0".

Set timing to "5". Connected vacuum lines. Still at "5".

Pulled each plug wire to check for spark and difference in idle.

All plug wires caused rough idle when disconnected. All wires produced spark. All plugs sparked.

But still #4 plug is carbon fouled once again.

So the list goes.
New ngk plugs.
New cap and rotor
New air filter
New intake gasket
Adjusted valves to 7 intake 11 exhaust on cold engine
Timing checked and set to 5 BTDC
compression checks ok. All 4 cylinders at 150 psi.

Hmmmm what now??

Are you concerned about the occasional backfire nump? My 88runner is doing that as well. I'd like it to run as smooth as my 90 2wd truck.

I'm mostly concerned with it not being able to pass emissions. Cus it has a few pops from the exhaust in the morning as I hit the freeway and then it's clicking away and has the slight misfire I can feel.
