"Tubes" are just the stock AHC guards. That's stock.It’s probably salvageable and worth the effort. If you buy it, get it up on a lift or ramps and go to work cleaning up and treating as much rust as possible.

Rust free vehicles all around me here and at or below those prices with same mileage.
If you’re spending 60k on a truck, why not get one that doesn’t have rust? Might cost you an extra 1-2k to travel and get one, but you’ll spend more than that in time and money to fix the rust on that truck. IMO.

If I was you, I would start with something more "fresh" and consider undercoating (Woolwax or your favorite) for rust inhibition.
If you were talking about a 2010 model year for $20k, I would say go for it. Alternatively, negotiate downward.
