1FZ cannot jump TE1-E1 and set base timing

1997 coming off of a HG job and troubleshooting rough idle when warm. I even bought the fancy tool from HuddExpo and no matter what I do I can't get the check engine light to flash when ignition is ON, and timing doesn't change. Currently shows past 15 BTDC. The diagnostic port doesn't appear corroded or damaged and I can't find any other possible solutions.
 
Does your port have dialectic grease in it?
If it does, the grease doesn't conduct electricity. I've had trouble getting a connection a few times because of the grease
No it's bone dry.
Obligatory dumb question but does your cel work?
It illuminates when ignition is ON. Are there further diagnostics I can do?
Are you absolutely sure you are jumping the correct pins?
It seems pretty idiot proof but I'll have another look! The terminals are pretty loose but I've tried different thicknesses of conductive materials to get a good connection.

I'm assuming the engine has a distributor if so, has it been replaced with an after market rebuild? After markets don't display codes.

I’m curious what you mean by this, would an aftermarket distributor not be sending the same signals to ECU?

My distributor is currently leaking excessively from the internal seal and OEM is $$$
 
Just off fresh head gasket. Double check the TDC of the distributor.

@VPP is referring to some models outside the US have individual coils so the set up is different.
