After two PM's (the last of which required a response from him before I sent money) and no response. I bought the same parts from Cruiserparts.com and received them in a few days at a reasonable cost. I will stick with them in the future.

Just got notice that PayPal decided the claim in my favor - for a grand total of $9.59 out of $40 I'm guessing that was the remaining balance in his account.

Better then nothing I guess.
