1964 exhaust manifold stud

Is this exhaust manifold stud supposed to have a nut on the end of it?
On either side ( left and right far holes ) is says it calls for a stud.
Right now there is a stud in there, but it is flush with hte manifold, no retaining nut on either side...

Is this correct?

I checked and it is not leaking off the manifold, but it just seems odd...

FWIW my 67' with siamese port head does have the #2 stud with a nut on it. If it's factory I don't know.
