Yeah, sorry should have added that the truck drives like a part time with front hubs unlocked. The dash CDL button still works and I can hear the actuator on the T case move as well. The truck is a base model (vinyl floors and barn doors) which it sounds like most came with PT 4WD, so I’m not sure if the hubs are a carryover for all base trucks? Based on the CDL components still being in the truck and wired in I’m gussetsUnlock the hubs without doing anything else and see what happens. If it drives normal, then I'd say yes.
If it revs but no motion then no, they just installed lockable hubs for whatever reason (or it came with them?) If it has a spool, it would move under load regardless of the position of the front hubs bc the rear driveshaft would be always powered.
Guessing it’s a previous mod.
