high pitched squeal

While doing the fixes for cold passenger air coming from under the glove compartment I found out that the annoying faint high pitched noise in my cabin is coming from my ECU. I opened it up and then looked behind the circuit board thinking maybe there was a small fan in there whining but there...

So, with the weather cooling down I'm getting a high-pitched squeel when the heat runs (and appears to be when cool air runs too)...which I'm thinking is an HVAC fan bearing or something like that. My diagnosis was pretty rudimentary... Turn climate control to higher heat --> Whine Turn...
