My suggestion is too get you a grinder and wire wheels (Harbor Frieght 4.5 inch grinders have served me well) then start grinding the rust. It takes a bit of practice to weld sheet metal on trucks I struggle with it and ive been welding since I was 17. Id concentrate on mechanicals and brakes...

Ima huge fan of Rustoleum hunter green, primarily cuz i got 12 gals of it at a barn sale and im cheap, painted my 89 F250 6 years ago and my 71 Dodge W200 paint holds up well even though minimal prep work done on those 2. On this FJ i even sanded and taped everything off.
