if I grab the tie rod to the right of the lock nut, I can rotate the tie rod fore and aft about 20 degrees. Maybe I just need to grease it up.

The diameter for both the 70 series and 80 series was 14mm.

You can change the fuel pump in an hour or so. The time consuming part is moving out all the rear seats.
