That is the rocker that makes the connection and allows the switches to work. You should be able to turn it back flat and move it around while holding a window switch up to get your windows up.

When I rebuilt mine, the master kit with steels was about $325. The rebuild on the torque converter was $225. Throttle cable was $90? It still had a slipping 2-3 shift and it turned out to be a bushing in the rear clutch...another $25 to have one manufactured and another $15 for the burnt...

An ultrasonic cleaner with a cleaner/degreaser solution is the way to go. Takes the grime off and leaves the finish.

Do you have the transmission mount by any chance?
