Ok, thanks. I am going to try to source another panel with the correct button. As for the grounding, I confirmed 11 G goes to both b9 and d22 in a three wire union. could something else be going on?

The old panel just has the rear control button on it.

Thank you for the reply @TXSunDevil I am not sure I have rear heater core. Car was sold in San Francisco originally. Is there a way to check? If I don't have rear heater core then I need the panel with just the rear control button, yeah? As for d22 being not grounded, I'll check in the...

All the panels I see here and on eBay don't have a 2 light button for rear hi/heat lo. Just looks like a button thay says rear with 1 light. So maybe that's it, I have the wrong button panel?

Thanks for all the input. I was thinking for kids that didn't need to be in car seats anymore to be rear facing, not Infants or babies.
