What is in it? Probably still need to use a scaler or wire brush to get?loose stuff off. Might be worth a try. Rustoleum makes some products that work.

Been working all day. Yes, you're supposed wire brush or sand but then wash with soap and water, rinse and let dry.

Contains: toulene, acetone, and xylene..
