IIRC, you're refering to the windshield side cowl retaining clips, which basically hold the trailing edge of the cowl down. the metel clips(iirc) had a coating over them, no? your clips are missing the coating so you want to use some rubber hose as a coating/bushing? don't see why not...plasti-dip may also work. forgive me if I speak of nonsense, I am working off memory and before sunrise...
I ran out to the parts wagon and only found one. Damn! I guess Lambcrusher is right, plastic dip should work. Here's some bad pictures of my stash.
