Where’s the relay?

EDIT: Problem solved. No relay replacement required. Three of the four bulbs _were_ bad.

Both headlights in my 2004 100 series are out. Replacement bulbs don’t change anything. Fuses are fine. Now I’m looking for the relay and I can’t find it.

It’s not in any of the fuse panels (hood, PS or DS footwells).

Can someone tell me where to look?

I found this in the FSM, but I'm not quite sure what it's telling me. Is is saying that to replace the headlight relay I need to replace the whole fuse block assembly?

That's how I would read that too. Have you checked the incoming constant 12v+ to the relay, as well as the trigger? (Have not pulled the wiring diagram but I assume there are leads for both of those.) Need to check the ground too, I suppose.
