I need to do a little frame repair. Where does one buy 1/4" steel in small quantities?

Yeah, Lowes does sell some, although not a huge selection. Straps 2" wide, plus they often have 12"x12" plates available.
Otherwise, Google for "scrap metal suppliers". You can mill cutoffs, there are places that sell that by the piece. A steel supplier will want you to by a 4x8 sheet.

i've used speedymetals.com before. only for Al plate though.
Look around for a local metal supply place as shipping will be killer.
You're going to pay a premium at a hardware store.
They'll prob have a scrap/drops section at the large metal supply yards where you can find something for super cheap. Bring cash and negotiate. They want that stuff gone and will be glad to sell it cheap if not free. at my local yard i can find everything in between sheet metal and 10" plate.
fyi, i got some 1/4"plate steel 10"x50" for $15 in the drops section. a hardware store would have easily charged more than $50 for smaller pieces
* since you're in C'ville then N.VA may not be that far for you.
The yard i'm talking about is BMGmetals in Manassas just off of Balls Ford Rd near I66.
one of their other locations may be closer to you too.
