It's time for a new battery. I thought I'd do some cleaning up of the battery tray and underneath it. When I took it out l, I saw this wire just kinda laying loose underneath. First thought is that its a ground and I need to just reattach it to one of the bolts that hold the battery tray in. Figured I would check first. It seams to have had no ill effect that I know of not being grounded, but still want to put it back together correctly.

Just checked on my 05/84 FJ60 and it goes to the ground bolt for the battery tray. Runs underneath the AC hoses in the loom and then under the diagonal cross support and then turns up, grounded.

Thanks for checking @klinetime574. Thats kinda what figured, but happy to get confirmation.
 
It's a capacitor that helps suppress electrical/radio noise generated by the ignition system. One side goes to the coil, the other to ground. Usually they just ground right through the tab, but I guess Toyota didn't use that kind of capacitor.
