There's something inside my sub tank. It's not the fuel guage sender. It's like some sort of flat piece of tin rattling around loose in there. Way too big to have fitted through the filler pipe.

Here's a terrible video, of looking in through the drain plug. It's difficult to shine a light in there and film but hopefully you get the idea, and poking it with a screwdriver is to just give you an idea of what it sounds like.

Is there some sort of baffle that has come apart? The top is all covered in mud, but I presume there's no inspection cover?

Yes, there are baffles that are there to keep fuel from splashing about. Likely one of these has vibrated loose. The largest hole(s) would be the filler and the fuel gauge holes, which likely are not large enough to remove the baffle. As long as it does not block anything (pickup or fuel gauge) then I would just run it as it is. Otherwise, your only other option would be to replace the tank unless you are a really good welder. Welding a fuel tank... what could possibly go wrong??
