Pretty sure this has to do with the timing of intermittent wipers, as it occurs just before they wipe, sounds like a motor spinning on a bad bearing, but it stops when they wipe.

this is an interesting one...its your relay. Under the dash, light blue if I remember correctly. You will pop it out and in it will be tiny plastic gears. Smear some grease on them, pop it back in and you are good for another 30 years. let me dig around for the thread with pics.

Pulled the relay today, lil 3 in one oil for the gears, no more wining! thanks for the tip
