Water ingress via blower fan?

We had a torrential downpour last night. This morning, I started the 200 and heard water moving. First thought was sunroof lines, but no water on the ground. Get my head under the dash and see water dripping from the blower fan. Closer inspection showed water above the air filter coming in from outside.

Any thoughts on how to mitigate? Remove the cowl? Is there a drainage passage to look for? The windshield is original and has proven water tight.

It amazes me how susceptible the HVAC intake is to water entry. If you pull off the plastic cover for the cowl, you can look right down on the cabin air filter. I took this shot while I was having my windshield replaced this past January:

There really should be some sort of baffle there to deflect rain water, and to keep mice and critters from being able to crawl into the cab.
