Valve Stem Seal Installation on a 2F Engine

[1979 FJ40ish]

Would someone who has successfully replaced their valve stem seals on a 2F engine weigh in here?

I’m getting ready to replace the valve stem seals on my 79 FJ40 2F engine. All the videos I’ve watched show the seal being pushed onto the valve stem guide until the seal bottoms out at the base.

Assuming that the red arrow is pointing to the top of the valve spring seat and the blue arrow is pointing to the bottom of the valve stem seal, it seems the Toyota FSM is indicating that a gap of 9.8 to 10.2 mm should be left between the bottom of the seal and the top of the valve spring seat.

Am I interpreting this graphic correctly?

If you’re not heavy handed with the small hammer and what ever you come up with to install the seals sitting/fitting on the metal lip at the bottom of the seal you will “feel” when the seal bottoms.
