Is this part suppose to be sealed?

its just the oil baffle to prevent oil splashing out the oil cap.

Thanks Dirty. I was worried. That area is directly below the PCV valve.

yeah you want the crank case to be able to vent without blowing a bunch of oil out the PCV.

I believe when new there may have been a small amount of sealant around the edge of the plate where it mates with the valve cover. It tends to disintegrate over time IME.
