Upload File missing

I seem to be missing the upload file box only with personal messages. I have the
'upload file' box on regular forum thread conversations. But not with my personal
messages. Is there something I should do, or sign up for?

That is a supporting member only feature....if your subscription recently expired, that's why it's no longer an option.
