I’ve only seen a handful of these head rests. The first two sets were both in ‘74 FJ40s. This one was in a ‘75 model. Anyone familiar with them?

9/72-12/75 believe they were an option. This style was 9/72-9/75. 1/76 three point seat belts were on the 40 series in the US. Believe headrest were also standard which is why the early style are much harder to find. My 73 came with headrests. The 74 seats I have in my 68 had the plugs when bought the seats. Installed later headrests. My low miles 10/75 came with neither plugs or headrests. Plug just slip in the opening and easy to remove. Headrests on the other hand are a chord to remove.

Because an option versus standard equipment explains why the early are much harder to find.
