Tubes in old fat bias tires

I have a free set of 40” Fun country tires that don’t want to hold air. They will be project rollers and sand floaters.

The only similarly sized tubes I can find are 16.5L X 16.1 ag tubes. Does anyone know if this will be ok with a 15” rim? At $40/tube it’s not a huge loss.
