truck sputters at 1300-1700 rpms

well as the title says my truck sputters between 13-17000 rpms, anything higher or lower than that, that i know of, it runs fine. truck is an 87 4runner with a 22re, i checked my afm and its within spec, i took apart my idle air control valve, to see if it was clogged, it was clean. any ideas where to look?
 
too tight of valves can cause a sputter along the entire operating speed.

EGR actuator/valve/VSV hooked up improperly or leaking out valve can cause it

any black smoke when it happens?
black smoke= excess fuel. leak at injector or cold start injector

whats it like at idle? a slight miss or NO MISS at all?

no black smoke, its fine at idle after it warms up, until than the rpms are at 1500-1600. and the idle adjustment screw is all the way in... i will check the tps once i get the chance.
 
srry for the delayed update... been busy with cold weather, no gloves, and schooling...but i finally got to testing my tps and it wasnt adjusted right, adjusted it, now it runs like its supposed to, thanks for telling me to look there.
