Transmission fluid exchange or flush&refill

Hey guys do you know what would be better for my 170k miles car in terms of transmission maintenance? I called one dealer and they recommended full fluid exchange (around $300 quoted) and another dealer strongly advised to do just drain and refill considering the mileage.
