Is it safe to pull my 94 Landcruiser with a tow strap if I place it in neutral and just keep the key turned on without the engine on while having it pulled to my mechanic ?
Since its in Neutral I'm assuming its fine but wanted to double check with you guys.
 
Put the transfer case in neutral not just the transmission.
 
And have someone steer it
 
Agreed, put the t case in neutral.

You want a trustworthy competent driver in both vehicles, and go sloooooow!

I once had a buddy tow me about 5 miles home with a strap.
Scariest ride of my life, and that's saying something!

No power brakes, no power steering, no lights, and a peanut towing me at dusk on busy steeets like he was trying to win a cross country race! Being pulled into an intersection, into a space that was barely enough for one car, when others had zero expectation that a car is being towed by the idiot that cut them off is exciting to say the least!
 
The driver of the towed vehicle needs to pay close attention and keep the tow strap tight .
I kinetic strap works well in this scenario, to keep shock load down to a minimum.
