What is the largest tire yall have been able to fit on a stock height 2nd gen? 33s? I can deal with a little rubbing at full lock or minor mods to mudflaps/wheel wells to help them fit, just dont want to do a full on lift kit and new wheels. (1990Runner on stock 15" wheels)
 
32-33 inch skinny tires although if you want/are willing to cut you'll be able to flex out/fit wider/taller tires.

If you jump up to 17s you'll have a better tire selection, the selection of 15s has fallen off of a cliff since the early 2000's. 16" has a decent selection but not nearly as good as 17s (from my tire vendors)
 
Here's a good write up for fitting 33's in the front. The rear of 4Runners are different. I would probably go with a 33x10.5 tire personally.

Thanks for the info. My issue is I love the stock wheels otherwise I wouldn't mind getting some 16-17s. I will run the 33x10.5 on the stock wheels for now. Maybe if I decide to do a lift later on a re-evaluation will be in order.

You don't need a ton of lift to fit wider 33s. Keep in mind there really isn't a set industry standard on tire sizes, one brand 33x12.5 may stand almost an inch higher and/or wider than another.

I'm running Prinx hi country mud terrains on my daily driver 1st Gen. I got right at 50k on the tires, one is in need of a replacement soon, the others could probably go until summer (another 10k or more) which I consider terrific for a 640 dollar set of 285/70/17 mud terrains. Straight from China. I can't afford BFs anymore, not unless I want to switch to drinking Bush beer.

I'm not super familiar with the odd rear suspension of the 2nd Gen 4 runners as I have rear leafs. I'm not sure if you have to put taller springs on the back or can cheap out with some spring spacers and shocks to match.

For the front, 2 inch ball joint spacers and diff drop will help clear the 33s. I tried to keep my torsion bars as relaxed as possible, the rest ome leafs and 10 ply mt tires are harsh enough on my lower back. The front lift parts don't cost much to do but some good Bilstein shocks to help with travel will cost a good bit. I ran some cheap ranchero type shocks at first but barely got a year out of them before the bushings self destructed and rattled on every bump. Upon removal one of them was blown. Waste of cash.
