That looks like my 97 LX450 with 107,000 miles did when I bought it 3 months ago, just got it running in March. The damage is almost exact match to what mine looked like, except mine didnt have the bags blown since my LX was hit while parked. Anyways I bought my LX at the Auction for right at $5,000, the interior was almost perfect all maintenance records were in the glovebox and ALL done at a Lexus dealership, plus it only ever had one owner.
After replacing the front rad. support, rad., lights, grill, 2 fenders, front bumper, painting to match, I dropped almost $3,000 into it, and did alot of the labor myself, making my total roughly $8,000. Keep in mind all the parts were brand new from Toyota but were at dealer cost since my uncle owns his own bodyshop.

heck KBB on it in FAIR private party value is roughly $8,000 (wihtout knowing all the specs and zipcode). It will never rate higher then fair if it has a salvage title no matter how nice you get it back to original. If you have to put $4,000 into it and you buy it for $3,500 your still just barely under what its worth, and you still have to run it all over to get it fixed and prob. towed which means more $ on top of it.
Tell that guy $3,500 and tell him to be happy with it. If he says no, leave him your name and number, and he can call you in 6 months when he still can't sell it, then your price will be $3,000.
