It could be the carb insulator too.
 
Mine started whistling last week. I put on new gaskets and the whistling got worse. I then started looking at the adapter plate and could feel that it's not perfectly smooth - you can see it up in the top middle. I suspect at some point there was some type of gasket. I tried sanding this off ... still whistling. I hope it's not the base of the intake. I may try to find another adapter plate and see if this fixes it for me.

Those insulators had factory gaskets glued to them on both sides. I think redline cruisers sells new insulators and SOR. I've gone through purchased both and would recommend Redline's over SOR (quality or price)

I finally put a stethoscope to locate the whistling and the remflex gasket is not 100% sealed right in the middle of the intake at the manifold. I may try tightening those bolts and checking torque. I did put a new adpater plate and normal vacuum went from 16 to 18-19 with no other changes so I did eliminate one of the 1 vacuum leaks.

Mine luckily fixed itself😉. I haven’t heard any whistling in years. Thanks for sharing what you found. I’m sure I’ll have to deal with it someday.
