Surging Idle on Startup While Braking

So, if I start up the car with my foot on the brake, the idle surges up and down until I release the brake. My current solution is to just not have my foot on the brake but I'm wondering if this could be indicative of any larger issue?

Vacuum leak possibly? Check the hose and valve attached to your booster connected to the top of the intake manifold. Could also be elsewhere

If bad taillight wiring or shifter solenoid, a wonky alternator regulator might create a load. Try holding your power windows up or down instead to see if you get similar symptoms on startup without foot on brake. My guess though is vacuum leak with the booster
