It's not a primary violation, so you won't be pulled over for it.

In Idaho, they can't pull you over for not wearing your seatbelt but they can pull you over for not having mudflaps and then give you a seatbelt ticket. Last June I got pulled over in my 40. I got a ticket that was almost $300. Tires exceeding the fenderwells, no mud flaps, and the real fun one "Not wearing a seatbelt". The reason I say it was a fun one is because I had harnesses on. Full 5 point harnesses and everything was buckled. But the kicker is harnesses are not DOT approved seatbelts. I'm not sure in other states but in Idaho if you have more than 16" of tire exposed you have to have mudflaps. Even a 2wd truck should have mudflaps to be legal. And if you hit the right officer at the right time you can get ticketed for it. Which reminds me, I haven't put my mudflaps back on from Cruise Moab. The real advantage you guys in the PRK have is that you have lots and lots of people. There is most likely someone doing something more offensive than what you are doing so you can get away with the small things.
