Another option is EDM drill machining. It is possible to use electric discharge machining (EDM) to blast away one tiny pit at a time. The nice thing about EDM is it can be very precise and it can go through the hardest metals. Google "edm bolt removal" for more details. The unfortunate thing is you will need to have somebody with the equipment do this for you.

The shop that does most of my laser cutting has an EDM department, I bring them parts with broken taps occasionally. They do a good job with the EDM drill, usually I can just run a tap through when they're done. It's always nicer and less embarrassing if I can get it done in house, but not always possible.
