This may be a dumb question, but how do you get the steering wheel to fully seat on the shaft? I removed mine to do some horn work and I cannot get it to seat fully. It goes to the end of the taper and stops. It is about 1/4” from the clamshell and you can see the horn pin. The only reason I didn’t know it was fully seated is that the horn wouldn’t work because the steering wheel isn’t pushing that pin all the way to the 12V source. And then I saw the gap between the wheel and clamshell.

help please… is there some trick? I’ve tried wiggling, hammering on a socket on the hub, anti seize - no joy.
 
Remove it and see if there's something hung up. Normally the wheel sides on and the nut is tightened and you're done. Nothing tricky about it.

Just for experimentation, install the wheel a few splines over (rotated a bit) to see if it goes on that way. The wheel can go on at any angle.
If you can get the wheel on crooked, remove it and see what's hanging it up when putting it on straight
