If the drop mechanism is notching but rusted junk, just get a grinder onto the appropriate chain link and cut. Careful not to drop the spare on your head.

If the mechanism isn't a lost cause and you want to save it, start hitting it with heavy doses of PB Blaster for a DAILY for a week or so and try to get it looened up.
 
The gear thingy can be taken apart and cleaned up and it'll work like new. I had to run my tire up and down about 30 times till I got it far enough to get the tire off the chain. Wire brushed it up and greased it, now it's great. There's just a c clip holding the thing together.

I would like to clean it up, but the tire iron rods that you piece together to insert it into the sprocket to start cranking the tire down are all stripped. We tried everything. I plan on getting an aftermarket bumper/tire carrier for now. I can store the tire inside my truck bed for now.
