Close but not quite right. The hinges and main plate are probably the same but the tire carrier itself is different. The 25 one is a little shorter for the skinny wheels. Plus you will notice the bolts have a washer welded on one. This stayed this way until about the 72 model when the carrier was formed with a hump instead of the early ones with the washer. This one has a place for a lock. The 25s and very early 40s didn't have this but the early 40 all had the washer and were a little thicker. The 63 I'm picking up doesn't and it seems to be a later 63. Come to think about the main plate had same changes thru the early years too. One is a tailgate model being a little different because of the tailgate hinge. With the 72 model these changed to a lighter metal that has the stamped ribs in it.
Here I thought some one of the 25 carriers for sale. I could use another one since I'm am lucky enough to have the 25 wheels
