(A piece of old inner tube cut to cover it and that you remove when you need to use the PTO is the best thing you can do to that thing)
I sprayed in a coat of Lizard Skin Ceramic and then topped it with a coat of Raptor Liner. It's a hell of a lot quieter and incredibly cooler. doesn't feel like riding in a hot box anymore. (I wrapped my headers also, which helped a bit as well)
As I own a couple of loud vehicles, my '98 TypeR has no sound deadening and with the windows up and the silencer pulled from my race exhaust, it will literally make your ears bleed. but I love the sound of 9500PRM, so I deal with it.
Now the 40s are loud, I remember my 71 was super resonating with the top on, so I always had the top off. I have used a product called Acustiblok (google it, you will find their site), I use it when I am building Home Theaters for customers. It is a great product and does wonders for dampening. I have cut out pieces to go under the carpeting on my 80 and it made a huge difference. It would be easy to cut it to fit the 40 floor and pans, especially if you have the factory rubber mats or carpeting in the truck. It is a great option if you want something easily removable if you want to clean out the truck or pull out the mats.

Some often overlooked areas are the multitude of fasteners and latches
Is your hood sitting securely on rubber bumpers, and are the hinge pins and hold down latches tight?
Door pins and hardware inside the doors,( especially glass banging around in a 45 year old track) including the back
Door and hardtop gaskets
Seat belt buckles skipping around on a metal floor
Hood prop rod....squeese that lil clamp!
Spare tire carrier hinges and latch
All the s*** rattling around the floor, glovebox, and console
Windshield to cowl gasket
Windshield to hard top gasket, thats huge
The list is probably endless
I once saw an Uncle of mine spend months and a wad of cash finding a noise. It was a 12 inch long piece if chrome windshield trim that didn't vibrate till the wind got to 65 MPH or so, and you couldn't see it from inside. Caught his shirt sleeve on it changing wipers, fixed it not even knowing it was the problem.....till the next time he hit 65.
But in the end, is's still a metal box full of moving parts forcing its way thru the air like a sideways cow dragging a boat anchor.
It's only gonna get so much better, .......or not.
Often a bikini top snapping in the wind at 55 is quieter than riding in a hard top.
I hate matting of any kind on the floor because it hides moisture in a vehicle already prone to rust.
