Did you verify that solid blue wire was good ground?Ok, just to finish out what I found here for the sake of searchers. Using jonheld's wiring diagram and a multimeter, I traced my problem to the shift lock controller computer. Power to the controller was appropriate with key on the on position and brake pedal pressed. The signal from the controller, through the blue/red wire, to the shift lock solenoid was reading around 300mV. This morning the shift lock solenoid was working appropriately so I unplugged it and checked the blue/red wire's voltage. As I expected, 11.5V.
For some reason the shift lock ECU is not sending a full strength signal all the time. Hopefully this helps someone else with this predicament. Cheers!
Nice updateResurrecting for the sake of solution. I ended up pulling a shift lock ecu out of an early '90s Camry. The cables were slightly different lengths, but had all the same connectors. Installed it and it cured the problem. Now I have to retrain myself not to reach for the shift lock override every time I drive...
