SeatBack won’t move

Have a ‘97 LX450 with the classic seat gear strip and needs the Gamiviti gears and cap. Been there and done that but also have an issue with the seatback. The seatback won’t go forward or back. I can hear the motor when pushing the control forward but not motor “surge” when trying to move it backwards to less upright oppositions. Any trick to this issue and a common fix?
