Seat Won't Recline, '87 X-Tra Cab

I am fixing some minor issues on a new acquisition. The PS seat (bucket) will not recline or flip forward. I have it out and somewhat apart, and it appears that the right side catch releases but the left side does not when the lever is pulled up. Anyone solve this problem before?

There is a rod that runs across from the handle side to the other side that releases the lock there (there is a lock on both sides for rigidity), pull the seat out and unclip the fabric across the bottom of the back (2 pair of needle nose pliers help a lot, as the clips are just metal things bent around the wire in the fabric and bent over each other) and you'll see the rod, I bet one side is not connected like it should... Let us know what you find out, it shouldn't take more than 20 minutes to get it apart.
