Found a way to use the internal threads of the filler spout of the Scepter MFCs to incorporate a 3/4" spout. It works really well I am using it to replace the Scepter spout that I carry with my recovery gear. I have more photos available in my signature line link.

Very nice Scepter spout alternative Josh! Espeically due to the limited availablity of the Scepter products these days!
 
Would it be possible to make a similar option for those types of cans that hold water and could incorporate a hand pump of some kind?

I keep looking around for a can that is sturdy (thick "plastic"), I can leave secured, and still get water out for cooking, fill a water bottle, wash hands, etc.

The only other solution that I have seen that is sturdy and can stay secured is a metal can of similar shape and size with a water spigot drilled and mounted to it.
