Theres a wire in the system that tells the pump when you are cranking the engine, it adds more pressure, and it starts faster. Its red and should be wired in to the starter so it gets power when your cranking the starter... (IIRC)

As for PSI, i was running around 18 idle, and it bumped up to about 22 starting.
 
TBI engines require less fuel pressure than TPI or newer Vortec SBC engines. What does the shop manaul say for min pressure regarding TBI engine. If you don't have correct fuel pressure you are going to have issues. Also base timing has to be at 0 degrees with the "jumper" wire disconected.

I don't think the wiring issue with the starter has any relationship with the truck starting as you have described your probelm, because either the starter engages or it does not...if the starter engages properly then the "start" problem is either fuel or spark.

Also those trucks have a oil pressure sensor that's prohibits start if oil pressue is an issue. I think you have a fuel pressue problem as it sounds like now.

The wire i noted (if you were referring to me) has nothing to do with the starter engaging or disengaging. The truck "should" start without it. When I convereted to TBI, mine did. As it got colder, it wouldnt. Wired in the red wire that tells the computer to add more pressure because you are cranking.... And it started better at daytime temperatures, as well as starting in the mornings when I was having issues.
