I can't remember if there is a base for the flag or if it just had the stake for soft ground?
Unfortunately it is just a stake. I had to ziptie it to my wheel last time I was at an event. We can figure it out though.

Possibly. I would be worried about the wind but it wuld work in addition to being ziptied
