I burned through that fusible link on both my 80s. If you pull the lighter out, take the nuts and washers off the back 'till you get to a plastic one. Put it back together without that plastic insulating washer, and it'll work. I did it on a road trip while my wife ran in for groceries this summer.
 
I was looking for the part number so see if I could pickup one from another website out of another toyota or lexus. Just wanted to make sure the part numbers were the same.

This is why i'm a member of MUD. 15 min and I pulled the cir lighter out, removed the little washer and back in business. Thanks guys!
