Repairing/Replacing Broken OME Spring Clamp

Looking under the truck while cleaning out the frame I noticed the rear right spring clamps were busted and will need repair.

A few questions:

1. Should I fab up my own or does someone sell just these parts?

2. Do I need to unweight the spring pack before wacking them out (I guess so, as with them weighted whacking did nothing), or better put, how do I remove these?

It looks like its still able to do its job, I would leave it be. If you feel compelled to fix it, you will probably have to weld onto what's left of the broken clamp since ther are riveted onto the leaf.
